Ready for tooling. This is a great woggle design for cubs, scouts, guides, etc.  Easy to customize. Add Suede Lace and Pony Beads  and make a medallion as shown or stitch holes together with Waxed Thread for a neckerchief slide. Pre-punched tooling leather. 2" x 3-1/2"
